On April 10th, Qilu Hospital “14th Five-Year Plan” Experts Consultation Seminar was held at the Academic Exchange Center. Gong Xiangguang, Second-level Inspector of the Regulation Department of National Health Commission (NHC), Liu Guigang, Second-level Inspector of the Health Commission of Shandong Province, Liu Hongwei, Secretary of the CPC Working Committee of Qilu Hospital of Shandong University, Liang Kailong, Director of the Planning Division of Department of Science& Technology of Shandong Province, Feng Rui, Deputy Director of the Social Development Division of the Development and Reform Commission of Shandong Province, Liu Jian, Director of the Personnel Department of Shandong University were invited to the seminar. Hou Junping, Secretary of the CPC Committee of Qilu Hospital of Shandong University attended the meeting and gave a speech. The meeting was hosted by Chen Yuguo, President of Qilu hospital.

At the meeting, Hou Junping pointed out that the “14th Five-Year Plan” is of great strategic and practical significance to the realization of the goal set at the 2nd Congress of the CPC of Qilu Hospital of Shandong University and the high-quality development of the hospital. As for the development of the “14th Five-Year Plan”, Hou Junping put forward four requirements. The first is to comprehensively grasp the new historical positioning and fully integrate into the new development pattern. The second is to fully implement the spirit of the 2nd Congress of the CPC of the hospital and to break new ground in hospital's development. The third is to comprehensively analyze the experience and achievements, and make every effort to plan a connotative development of high-quality. The fourth is to emancipate the mind, reform and innovate, perform duty, and take responsibility.

Vice President Cheng Yufeng introduced the progress of the hospital’s “14th Five-Year Plan”, and directors of Medical Department, Department of Academic Research, Education Department, Office of Discipline Construction, Department of Personnel, and President Office reported from perspectives of medical services, scientific and technological innovation, education, discipline development, talent pool, and operation management respectively.

Subsequently, experts presented at the meeting provided guidance on direction, path, indicators, and measures of the hospital’s “14th Five-Year Plan”. Experts spoke highly of the hospital's full attention and well organization of the "14th Five-Year Plan", affirmed the hospital's important contribution to the epidemic prevention and control and “Serve-the-Nation” Strategy, and recognized key contents of the plan. Experts put forward constructive opinions in terms of guaranteeing medical quality and safety, making good use of personnel and talent policies, expanding high-quality medical resources, building scientific and technological innovation system, providing support and security service, promoting the rule of law, and strengthening interdisciplinary integration with a focus on the requirements of the public hospital’s reform and development goal of “maintaining public welfare, mobilizing enthusiasm, and guaranteeing sustainability”.

Gong Xiangguang pointed out that as a hospital administered by the NHC, Qilu Hospital has always held high the banner of public welfare, set a benchmark for medicine, teaching and research, and boldly undertaken emergency tasks, especially at the critical moment of fighting the COVID-19 epidemic. Medical staff of Qilu Hospital shouldered their responsibilities fearlessly in the face of the arduous task, the demeanor of which has been deeply rooted in people’s mind. He hoped that Qilu Hospital would take making the “14th Five-Year Plan” as an opportunity, to promote the construction of National Regional Medical Center, strengthen the regional radiation role ,and promote the transmission of high-quality medical resources to the grassroots; adhere to the integration of disease treatment and prevention, combination of normality and emergency to improve emergency response to major public health events and further improve the treatment system; adhere to the rule of law, and applicate it to the whole work process including medical quality management, education and teaching, technological innovation, talent introduction and cultivation, operation management to enhance the standardized, scientific and modern operation of the hospital as a whole and achieve the development goal of building a first-class domestical and well-known internationally high level research hospital.

Chen Yuguo pointed out in the concluding speech that “the 14th Five-Year” is a key development period during which the hospital should strive to be first-class, promote connotation development, deepen reforms, develop construction, and optimize medical governance systems. It is also a period of strategic opportunity for the hospital to implement the spirit of the 2nd Congress of the CPC of Qilu Hospital, promote the transformation and upgrade of the hospital, and accelerate the realization of high-quality development. Compiling the “14th Five-Year Plan” scientifically is of strategic significance for the hospital to successfully achieve its mid and long-term goals. Experts discussed problems and measures, and made suggestions to grasp the pulse, point out the direction, clarify the focus, and enhance the level of the plan. Chen Yuguo stressed that attendees must study carefully, deeply understand, fully absorb, and communicate and implement golden ideas from experts, integrating experts’ practical and excellent measures into the “14th Five-Year Plan”, to work out a high-level plan that fits the high-quality development of the hospital.
