Launch meeting of national key R&D plan "monitoring, early warning and prevention of major natural disasters" key special project held in Jinan

On April 20, the launch meeting and implementation plan demonstration meeting of the 2020 National Key R&D Plan “Monitoring, Early Warning and Prevention of Major Natural Disasters” Key Special Project “R&D and Demonstration Application of the Critical Portable First-aid Equipment for the Treatment of the Wounded in Narrow Spaces of Major Natural Disasters” were held in Jinan. Wu Zhen, Vice President of Shandong University, Yu Hongwen, Deputy Director of the Department of Science& Technology of Shandong Province, Zhang Lixiang, Deputy Director of the Health Commission of Shandong Province, Yu Tao, Director of the Medical Products Administration of Shandong Province and other related people attended the conference.


Wu Zhen briefly introduced the basic situation of Shandong University, as well as the achievements the university has obtained in accelerating scientific and technological innovation in response to major national strategic requirements in recent years. He said that, as the leading unit of the project, Shandong University will strictly implement the legal person responsibility system, intensify project management, implement project assurance conditions, and provide the project team with policy support and condition assurance to ensure the smooth progress of the project, and contribute to the implementation of the “Healthy China” and “Healthy Shandong” strategy.

Yu Tao fully affirmed the importance of the project, and said that in the process of the implementation, the Medical Products Administration will actively build a cooperation platform among universities, enterprises and R&D institutions based on its functional advantages, promote scientific research breakthroughs and R&D innovation, take the initiative to accelerate the IPO of portable emergency medical equipment, and promote its application to benefit the masses as soon as possible. 

Zhang Lixiang said that, medical science and technology innovation has always been the focus of the province’s health work. The development of this project is of great significance to respond to public health emergencies, promote the development of emergency rescue technical equipment, enhance on-site rescue capability in narrow spaces of major disasters, and improve life rescue quality, especially for the cross-industry cooperation between medicine and engineering and the construction of new medical sciences.

Yu Hongwen introduced the layout of technological breakthroughs of Shandong Province in the field of monitoring, early warning and prevention of major natural disasters. He hoped that the research of the project can promote scientific and technological innovation and construction of high-level professional talents in related fields in our province. The Department of Science& Technology of Shandong Province will provide better service for the project team, and it hopes the project will yield fruitful results and make greater contributions to serve the province.

Zhang Xian, Deputy Director of the Global Department of the Administrative Center for China's Agenda 21 attended the conference online and said that the center’s goal is to provide good service for the project team under the principle of “professionalism, safety, and sense of fulfillment”. He also stressed that the team should maintain active communication among various topics, and do a good job in risk prevention and control. 
At the conference, professor Chen Yuguo and the project director made a detailed report on various aspects including the project background, research objectives, research contents, technical route, content disassembling, performance indicators, the organizational guarantee and management mechanisms. Over 10 experts including Ma Shengli, special tracking expert and researcher of the Institute of Geology of China Earthquake Administration, professor Fan Haojun from the Institute of Disaster Medicine of Tianjin University, and Gao Mengtan, researcher of the Institute of Geophysics of China Earthquake Administration fully affirmed the implementation plan of the project, and provided valuable opinions and suggestions on research emphasis, risk control and other aspects. Professor Chen Yuguo said that, the team will clarify task indicators, implement task time nodes and ensure the smooth implementation of the project aiming at the overall goal of the project according to the opinions and suggestions provided by experts.
 
The launch meeting and implementation plan demonstration meeting were hosted by Liu Quanfen, Director of the Vertical Program Center of the Department of Science and Technology Management of Shandong University, and Ma Shengli, researcher of the Institute of Geology of China Earthquake Administration respectively. More than 60 people from the Department of Science and Technology Management, the School of Control Science and Engineering of Shandong University, the Department of Academic Research of Qilu Hospital and the project attended the meeting.

The project “R&D and Demonstration Application of the Critical Portable First-aid Equipment for the Treatment of the Wounded in Narrow Spaces of Major Natural Disasters” has a total budget of 30.84 million yuan, among which 23.84 million yuan comes from the special funds of central government. The project is led by Shandong University and jointly undertaken by 10 superior units including Qilu Hospital, the General Hospital of People’s Liberation Army, the Ninth People’s Hospital Affiliated to Shanghai Jiao Tong University School of Medicine. Facing the urgent needs for on-site rescue in major natural disasters, such as earthquakes or mudslides, and aiming at the problem that the existing conventional medical equipment is not suitable for emergency rescue of the wounded in narrow spaces, the project develops basic life support equipment, cardiopulmonary life support equipment, and traumatic coagulation hemostasis and traumatic infection photodynamic prevention and control equipment suitable for on-site operation, and carries out system integration and demonstration applications, which is of great significance to promote the development of emergency rescue technical equipment, enhance on-site rescue capability in narrow spaces of major disasters, and improve life rescue quality.
