1、 Acceptance project scope

 

According to the time node of the assignment, all projects that have reached the execution period and should be closed.

 

2、 Basic requirements for project acceptance

 

1. More than 85% of the research contents are required in the project assignment, and more than 80% of the funds are implemented.

 

2. The number of quantitative achievement indicators (papers, patents, etc.) has reached the number specified in the assignment.

 

3. Projects with more than 200000 project funds (including 200000 yuan) need to be accepted by the meeting, and the projects less than 200000 yuan can be accepted by meeting or letter evaluation.

 

3、 Acceptance process

 

The person in charge of the project shall prepare the acceptance materials in accordance with the requirements of "management measures for acceptance of Shandong Province Science and technology development plan project" (Annex 1), mainly including the following:

 

1. Fill in 3 copies of acceptance application form of Shandong science and technology plan project (Annex 2); 6 copies of acceptance certificate (Annex 3); 1 copy of acceptance report (Annex 4, preparation and gluing in strict accordance with the template); 1 copy of acceptance form self inspection form (Annex 9) (all attachments are in the acceptance material template).

 

: according to the latest requirements of the social development department of the science and Technology Department, the original acceptance application form and the original acceptance certificate are glued into the acceptance report and reflected in the catalog page. The gluing sequence is: (1) acceptance application form, (2) acceptance certificate, (3) all contents of the acceptance report template. In addition, there is no change in the number of 3 acceptance application forms and 6 acceptance certificates, which can be submitted by binding.

 

 

 

2. According to the relevant requirements of the notice on carrying out the scientific and technological report of Shandong Province's science and technology plan (LKF [2015] No. 21), the project leader must log in to the "collection and processing system of scientific and technological reports" for various projects of provincial science and technology plan established after 2015（ http://cloud.sdstc.gov.cn/streport/ ）According to the number of scientific and technological reports in the mission statement It is required to submit scientific and technological reports on the technology cloud platform. If it is not specified in the task statement, only the final report (Annex 5) shall be submitted. The science and technology department shall obtain the collection certificate as part of the acceptance report after it is approved.

 

3. The acceptance of the meeting shall be presided over by the scientific research institute entrusted by the Department of science and technology, and organized by the scientific research department of the hospital; the acceptance by letter shall be organized by the project leader. The members of the acceptance expert group shall not be less than 5 (the total number is odd), including 4 technical experts above deputy senior level and 1 financial expert with intermediate title or above. The members of the expert group shall adopt the avoidance system. The acceptance experts shall come from other units, and the experts in the same unit shall not be more than 2, and they shall be in different professional fields. The contact information of experts shall be indicated in the list of acceptance experts group of acceptance certificate. The overall opinions shall be issued for the acceptance of the meeting, and more than two thirds (including) of the experts agree to pass the acceptance, and the overall opinions shall be signed and confirmed by the expert group leader and the Deputy Group Leader (Annex 6). Two photos of the acceptance site shall be attached to the acceptance materials of the meeting. The experts shall respectively issue personal opinions (Annex 7) for the acceptance by letter, and more than two thirds (including) of the experts agree to pass the acceptance. The expert opinions shall be attached to the acceptance certificate. The acceptance opinion template of meeting and letter review is for reference only and can be explained in detail in combination with the project situation.

 

4. After the acceptance, the project leader shall supplement 6 copies of complete acceptance certificate, 2 copies of acceptance report (adhesive binding) and 3 copies of application form shall be sent to the office of scientific research department. The acceptance is completed after the approval of the competent business department of the science and Technology Department, and the scientific research department keeps one copy of the acceptance application form and one copy of the acceptance certificate for filing.

 

5. After the acceptance of key R & D projects in Shandong Province, please refer to Annex 8 for the use of surplus funds.

 

4、 Other matters

 

1. Strictly implement the prevention and control measures during the epidemic period, and organize the acceptance in a flexible and effective way.

 

2. The quality of the implementation and conclusion of the provincial science and technology plan is of great significance to the improvement of the scientific research level of our institute. Please attach great importance to it. The relevant acceptance results will be recorded in the scientific research integrity of the project leader and the performance of the unit at the end of the year. For those who do not finish the project without reason, the project leader will suspend the use of project funds and suspend the application of provincial science and technology plan projects.

 

3. For the project that cannot be completed and accepted on schedule due to special reasons, the project leader shall fill in the application form for project change (see Annex 4) before June 30 to explain the reasons for the delay and specify the acceptance date, and submit it to the local project Department of the Institute of Science and technology of the university with the consent of the unit. During the extension period, the project leader shall limit the application of provincial science and technology plan projects, and the projects overdue for more than one year shall not be postponed. If the change is still not accepted after the expiration of the change, it shall be treated seriously.
